Nearly three years have passed since the public voted to leave the European Union. It was the biggest democratic exercise in our country’s history. I came to office on a promise to deliver on that verdict.
近三年前，英国民众投票决定退出欧盟。这是我国历史上最大的一场民主实践。我就任首相时承诺会兑现这一决定。
In March 2017, I triggered the Article 50 process for the UK to exit the EU – and Parliament supported it overwhelmingly. Two years on, MPs have been unable to agree on a way to implement the UK’s withdrawal. As a result, we will now not leave on time with a deal on 29 March.
2017年3月，我启动了英国退出欧盟的第50条程序，议会以压倒性优势支持。而两年后，议员们未能就实施英国脱欧的方式达成一致。因此，我们现在无法在3月29日有协议脱欧。
This delay is a matter of great personal regret for me. And of this I am absolutely sure: you the public have had enough.

You are tired of the infighting. You are tired of the political games and the arcane procedural rows. Tired of MPs talking about nothing else but Brexit when you have real concerns about our children’s schools, our National Health Service, and knife crime.

You want this stage of the Brexit process to be over and done with. I agree. I am on your side.

It is now time for MPs to decide.
现在是议员们做出决定的时候了。
So today I have written to Donald Tusk, the President of the European Council, to request a short extension of Article 50 up to the 30 June to give MPs the time to make a final choice.

Do they want to leave the EU with a deal which delivers on the result of the referendum – that takes back control of our money, borders and laws while protecting jobs and our national security? Do they want to leave without a deal? Or do they not want to leave at all, causing potentially irreparable damage to public trust – not just in this generation of politicians, but to our entire democratic process?
他们是想要“有协议脱欧”，以达到公投结果——在保护就业和国家安全的同时，还能收回对我们的资金、边境和法律的控制权？还是想要“无协议脱欧”？或者他们根本不想“脱欧”，而这会不可挽回地损害公众对政界人士的信任——不仅在这一代政治家中，而且在整个民主进程中？
It is high time we made a decision.

So far, Parliament has done everything possible to avoid making a choice.

Motion after motion and amendment after amendment have been tabled without Parliament ever deciding what it wants. All MPs have been willing to say is what they do not want.

I passionately hope MPs will find a way to back the deal I have negotiated with the EU. A deal that delivers on the result of the referendum and is the very best deal negotiable. I will continue to work night and day to secure the support of my colleagues, the DUP and others for this deal. But I am not prepared to delay Brexit any further than 30 June.
我热切地希望议员们能找到一种方式来支持我与欧盟谈判达成的协议，这是最符合公投结果并且谈判能够取得的最优协议。我将继续日夜工作，以获得我的同事、北爱尔兰民主统一党（DUP）和其他人的支持。但我不准备将“脱欧”时间推迟到6月30日之后。
Some argue that I am making the wrong choice, and I should ask for a longer extension to the end of the year or beyond, to give more time for politicians to argue over the way forward. That would mean asking you to vote in European Elections, nearly three years after our country decided to leave. What kind of message would that send? And just how bitter and divisive would that election campaign be at a time when the country desperately needs bringing back together?
有些人认为我做出了错误的选择，我应该要求延长到年底或更长时间，以便给政治家们更多的时间来争论前进的方向。可这意味着要求你们要在我们国家已决定“脱欧”近三年后还要在欧洲选举中投票。这发出的是什么样的信息？在国家迫切需要重新团结的时候，选举活动会有多么痛苦和分裂？
Some have suggested holding a second referendum. I don’t believe that is what you want – and it is not what I want. We asked you the question already and you gave us your answer. Now you want us to get on with it. And that is what I am determined to do.
有人建议举行第二次公投。我相信这不是你们想要的——这也不是我想要的。我们已经向你们作出了询问，而你们也已经给出了答案。现在你们想要我们继续下去，这就是我决心要去做的事情。 |
