The World Health Organization was founded in 1948 on the conviction that heath is a human right to be enjoyed by all people, not a privilege for the few. Seventy years later, that conviction is as strong as ever. Nobody should get sick and die just because they are poor or because the services they need are too far away.
世界卫生组织成立于1948年，其信念为健康是人人享有的人权，而不是少数人的特权。七十年后，这一信念与以往一样强大。不应该有人因为贫穷或缺少必要服务而生病死亡。
Universal Health Coverage (UHC) is more than just health insurance; Universal Health Coverage is more than just health care. It means ensuring people can get quality health services, where and when they need them, without suffering financial hardship.
全民健康覆盖（UHC）不仅仅是健康保险，全民健康覆盖不仅仅是医疗保健，它意味着确保人们能够在需要的时间和地点获得优质的卫生服务，无需遭受经济困难。
Today, more than half of the world’s population lacks access to essential health services and almost a hundred million people are pushed into extreme poverty every year because of the costs of paying for care out of their own pockets. This outrage must end. UHC is not a luxury that only rich countries can afford.
今天，世界上一半以上的人口缺乏基本医疗服务，每年有近一亿人由于自费就医陷入极度贫困，这种情况必须结束，全民健康覆盖不应该是只有富裕国家才能负担得起的奢侈品。
From Botswana to Brazil, India to Iran, Kenya to Kyrgyzstan, and Sri Lanka to the Solomon Islands, evidence and experience show that all countries at all income levels can make progress with the resources they have. They also show us that there is no single path to UHC. All countries must find their own way in the context of their own social, political and economic circumstances.
从博茨瓦纳到巴西，从印度到伊朗，从肯尼亚到吉尔吉斯斯坦，从斯里兰卡到所罗门群岛，证据和经验表明，不同收入水平的国家都可以利用它们的资源发展医疗。同时还向我们表明，全民健康覆盖不是只有单一的途径，所有国家都必须在自己的社会、政治和经济环境中找到自己的适合方式。
UHC doesn’t only improve health; it reduces poverty, creates jobs, spurs inclusive economic growth and increases gender equality. Strong health systems based on the foundation of primary care are also the best defense against outbreaks and other health emergencies.
全民健康覆盖不仅能够改善健康状况，它还能减少贫困，创造就业机会，促进包容性经济增长并促进性别平等。以初级保健为基础的强大卫生体系也是防御疾病爆发和其他突发健康事件的最佳防护措施。
UHC and health security are truly two sides of the same coin. Now is the time for all countries to invest in Universal Health Coverage. Now is the time for all countries to invest in healthier, safer, fairer future.
全民健康覆盖和健康安全确实是同一枚硬币的两面。现在是所有国家投资全民健康覆盖的时候了，现在是所有国家投资更健康、更安全、更公平的未来的时候了。
