尊敬的索博特卡议长，
尊敬的帕切科主席，
各位同事，
女士们、先生们：
Your Excellency President Wolfgang Sobotka,
Your Excellency President Duarte Pacheco,
Dear Colleagues,
Ladies and Gentlemen,
我很高兴再次参加第五次世界议长大会。
It gives me great pleasure to attend the Fifth World Conference of Speakers of Parliament.
当前国际形势正发生深刻复杂变化，新冠肺炎疫情肆虐反复，各类全球及地区问题此起彼伏，各国人民对生命安全的渴望日益迫切，对和平发展的呼声日益强烈。一年多来，全球抗击新冠肺炎疫情得出的最重要经验，就是抗疫既要靠团结，也要靠科学。
The international landscape is undergoing profound and complex changes; waves of COVID-19 continue to ravage the world; and various regional and global issues keep flaring up. People’s aspiration for heath security and their call for peace and development are stronger than ever. Over the past year or so, the world has been battling the COVID-19 pandemic. The most important takeaway is: winning this fight requires solidarity and must rely on science.
我们要坚持生命至上原则，把人民生命安全和身体健康放在突出位置，尽快控制疫情蔓延。我们要积极推动在疫苗生产分配、疫情防控、关键物资、公共卫生等领域开展国际合作，提高疫苗的可及性和可负担性。我们在与自然病毒作斗争的同时，也要与政治病毒作斗争，坚决反对把政治凌驾于科学之上，将病毒溯源等问题政治化的做法。
We must uphold the principle of human life first, put people’s lives and health front and center, and contain the spread of the virus as soon as possible. We must actively advance international cooperation on vaccine production and distribution, pandemic prevention and control, essential supplies, public health and other areas, and enhance vaccine accessibility and affordability. While fighting the coronavirus, we must also combat the political virus and firmly reject any act of placing politics above science and politicizing issues such as COVID-19 origins-tracing.
各国命运休戚与共，没有国家可以独善其身。习近平主席指出，世界需要真正的多边主义。我们要尊重各国人民自主选择的发展道路和制度模式，以政治、和平方式解决争端和热点问题，要共同维护以联合国为核心的国际体系和以国际法为基础的国际秩序，推动全球治理朝着更加公正合理的方向发展。
All countries have a stake in one another’s future. No country can live and develop in isolation. As President Xi Jinping pointed out, our world today needs true multilateralism. We need to respect other peoples’ independent choice of development path and model of system, seek political and peaceful settlement of disputes and hotspot issues, jointly uphold the UN-centered international system and the international order underpinned by international law, and make global governance more just and equitable.
中国全国人大愿继续同议联和各国立法机构加强交流合作，共同应对全球挑战，推动构建人类命运共同体。
The National People’s Congress of China will continue to deepen exchanges and cooperation with the IPU and other legislatures to jointly meet global challenges and build a community with a shared future for mankind.
