China and the EU are comprehensive strategic partners, and that how to treat the cooperation and competition between China and the EU is the current focus of concerns of various parties.
我和莫盖里尼高级代表坚定地认为,中欧之间合作是主流,不仅过去,现在、今后也将如此。
High Representative Federica Mogherini and I firmly believe that China-EU cooperation remains the mainstay, not only in the past, but also at present and in the future.
我在本次高级别战略对话中归纳中欧的十个方面的重要共识:
In this High-level Strategic Dialogue, the two sides agreed that bilateral cooperation far outweighs competition, and they share far more consensus than divergence. To sum up, China and the EU share important consensus in ten aspects:
First, both sides support multilateralism and oppose unilateral practice; second, both sides support the United Nations (UN) in playing a leading role in the international affairs, and safeguard the basic norms of international relations based on the purposes of the UN Charter; third, both sides support the building of an open world economy, and oppose protectionism; fourth, both sides support the rules-based multilateral trading system, and the reform and enhancement of the World Trade Organization; fifth, both sides support the peaceful settlement of the hotspot issues and regional disputes through dialogue and consultation; sixth, both sides support stronger international cooperation against global challenges including the climate change; seventh, both sides support the adherence to the international non-proliferation regime, and maintain global strategic stability; eighth, both sides support the implementation of the 2030 Agenda for Sustainable Development, and commitment to reducing economic inequality and the North-South divide; ninth, both sides support the campaign against all forms of terrorism, and taking holistic measures to contain the spread of extremism; and tenth, both sides support the post-war international system and order, and will not construct another system anew.
Since China and the EU are different in history and culture, social system and development phase, it is inevitable for China and the EU to encounter some differences in some issues. With the constant deepening of cooperation, there will be competition in areas such as economy and trade, which is quite normal. Moderate and benign market competition helps stimulate each of us to develop better and makes China-EU cooperation more resilient and vibrant. As China is now making great efforts to push a higher level of opening up and high-quality development, we believe Europe will benefit more from China's new round of reform and opening up and hope Chinese enterprises will be treated in a fair, just and non-discriminatory manner in the mean time. In short, for China and the EU, competition is inevitable while cooperation remains the mainstay and win-win results are the goal.
Although the next European elections will be held and a new European Commission will take office this year, China will keep the stability and continuity of its policies towards the EU, and hopes the EU will treat China in the same way. Five years ago, during President Xi Jinping's visit to Europe, both sides agreed to fully implement China-EU 2020 Strategic Agenda for Cooperation and advance the building of the four major China-EU partnerships featuring peace, growth, reform and civilization. This is the strategic choice made by China and the EU, the two major forces, two major markets and two major civilizations in face of the vicissitude of the international situation. It is also the historic responsibility that we should shoulder for the human society. Both sides should join hands to continuously work for it. Thank you.
